84 yota 4runner (dont kill me guys)

Hey all! Maybe someone here knows something about toyotas or engines in general! I have an 84 4runner with the 22r engine. Im selling it in cali so it needs to be smogged to sell. It didnt pass because hydrocarbons at idle were through the roof! The Mechanic told me i need a new AIR INJECTION PUMP, i was wondering if that sounded right to people? it goes new for 400! but i found one for 225! just want to make sure it is going to pass!

Did you check the output on the pump, is it working? Ive seen clogged cats on them also changing the plugs helps sometimes too.
