Clutch problems

2001 wrangler sport 4.0 5 speed. Strange issue as of late my jeep doesn't get driven as much as it used to. When it sets up after a rain my clutch freezes up. The clutch peddle pressed the jeep rolls forward when starting as if it's in gear. When it finally breaks free it's a violent shake and popping. Then the clutch works fine no noises. Any ideas? I hate to pull the transmission and replace it because it only happens after sitting up after a rain. Water has to be getting to the bell housing but I can't for the life of me figure out how.
 

Not sure but I had an issue with brakes that did this. After sitting overnight in rain or cool heavy dew the front brakes would lock up on the first step on the brake. It didn't latter if I warmed the vehicle up or how fast I was going or how hard I stepped on the brake. It turned out to be a soft spot in the rotor that rusted heavily overnight once the rotor was worn down to there.
