Electrical Problems?

I have a 1985 CJ7 that my parents gave me. I loved this thing when I was younger, but my brothers tore the crap out of it. I've replaced the transmission, starter, distributer, and coultless little things. Everything was working good until last winter when it seemed like it would flood all the time. I have a friend who's a mechanic and has been working on this for me. He put in a rebuilt holley carburetor for me, but it did not help much. He said there is no electricity getting to the choke and he did not know how to fix that. You have to hold down the gas pedal for a little while before it will start. Once it starts it will bog down and die. If you rev it up then it runs smooth, but once you let off the gas it will bog down and die. The whole jeep smells of gas. It's very frustrating because I've put in over $2000 into this thing and I can't drive it. I would greatly appriciate any suggestions.

As regards, the flooding problem immediately after starting: ensure that the vacuum break is opening the auto choke a bit immediately after the engine is started.

The sequence of events goes something like this.

Cold engine:
Ignition key to "On"...
Press gas pedal to the floor and release...
Auto choke butterfly should snap shut...
No voltage should be applied to auto choke at this time.
Start engine...
Vacuum break should pull choke plate butterfly open just a bit against the spring tension of the auto choke bimetallic coil spring...
With engine running and producing oil pressure, voltage is now applied to the auto choke coil...(and intake manifold heater)...
Automatic choke butterfly should open gradually and fully as engine comes up to normal operating temperature...
