Jeep starting issues

I live at 9,500 ft. where it has been cold as hell recently. I have a new battery and my 92 cherokee just cranks and cranks when i try to start it. At first it was parked for a few days with very little fuel, but i have recently added a few gallons to it. I also added gas additive that is supposed to remove water from the gas line.

What might be the problem? Could there be water frozen along the line somewhere? what could i try to do. unfortunatly i have no way to garage it.
