I ran my YJ with 31's and it would rub on the smallest bumps (or if I had any passangers in the rear). I would say with no lift, 30"...

TJ's came with 31" tires from the factory (Rubicon models) so you should be able to run 31" tires without any issues. You can fit 32" tires if you either install wheel spacers or get aftermarket wheels with enough offset, although you may get some rubbing off road with the suspension flexed out.
