Looks like a steering box to me.

That's the steering box. Go back to the transmission or transfer case and look for an extra shaft exiting the side, that'll be the pto. Not sure where it exits on that vehicle.

I thought most oem pto's on that type of vehicle transfer power out through or below the rear bumper.

Some early Jeeps had a hydraulic winch in the front bumper, but I don't know which models or years.
