Weber Choke????

I have a Wever 32/36 and I am wondering if the chock is adjustable. It does not work at all. It has power but does not work. I am thinking it is not adjusted properly but not sure.

If it is how do you do it.
 

This isn't per book as I don't have one. I just waited until before starting it one cool morning. There's a metal ring screwed on the outside of the plastic part of the choke. I loosened the screws on the ring a little and turned the plastic piece until the choke snapped closed. Then I tightened the screws and ran with it. The electric part is supposed to warm up a coil of metal in the choke and pull it back open as it warms up. Mine is still hard to start though, even with a working choke.
 
Well I do not mind the hard to start thing as much as warming it up for 15 minutes to make a 3 minute drive to work. It just keeps backfireing and not wanting to run and it has not even gotten cold yet.

I thought that is how you did it I just wanted to make sure before I screwed something up.
